Prior to the greatest change, people used to not question Egypt's institutions. They were past their neighbors who weren't theocratic states. So when the king was no longer viewed as divine. Divine means someone who is righteousness and is an ally of the gods. The first millennium was the time of savagery and choas across Near East, which could be the cause of ideological basis of the civilization of Egypt.
