Near the end of the Neolithic Revolution, the rise of social stratification and the elite divided society for the first time into rulers and the ruled, creating organizational advantages but bringing with them other problems. The existance of a ruler or ruling class allowed civilizations to more efficiently divide and allocate resources, increasing quality of life in theory and allowing public works to be organized. Class division, however, caused strife between the haves and have-nots, resulting in theft or other social issues. The rise of inequality was another issue.
