Internecine means "occurring between members of the same country, group, or organization", according to Merriam-Webster Dictionary.  The small city-states along the Euphrates fought each other in internecine wars for irrigation because they needed to have a dependent supply of water for crops and drinking.  The Sumerians were so dependent on this water that they would have wars for it and the wars ended up being a contributing factor to the downfall of Sumer.  Another example of an internecine war would be the Civil war, because it happened within the United States.
