In order for to have social control, which dictionary.com defines as "the influence of any element in social life working to maintain the pattern of such life.", people make band societies. Band societies live as hunters and gatherers, who are people who gather plants and hunt animals. Bands have no official leadership. They usually make group decisions to make up for leadership.

Members of a hunter-gatherer band designate and claim an area of land that they would need to return to when a certain amount of the band scatter to go hunting and the other half scatter to gather plants.

Since bands were usually made of a small amount of people, they were more open to attacks and famine. This made them so dependent of each other which resulted in bands believing the equality of all. Which, also led to a disperse leadership.
