A state is a society structured with, "powerful autonomous bodies of authority managed by formal bureaucracies."  This means that a state is a self-run society that has leaders.  States have very distinct class systemes.  People in the higher classes have more power and therefore have more influence on the governing of the people.  Those in the higher classes are almost always the leaders of states.  The first major state societies came from Mesopotamia, which is located in the Fertile Crescent between the Tigris and Euphrates Rivers[http://cuwhist.wordpress.com/worldviews-hist-103/mesopotamia/].  A state is able to claim ownership of all the territory and resources it contains.  Also, a state may wage war against any other state.

A state is a society structured with, "powerful autonomous bodies of authority managed by formal bureaucracies." This means that a state is a self-run society that has leaders. States have very distinct class systemes. People in the higher classes have more power and therefore have more influence on the governing of the people. Those in the higher classes are almost always the leaders of states. The first major state societies came from Mesopotamia, which is located in the Fertile Crescent between the Tigris and Euphrates Rivers[1]. A state is able to claim ownership of all the territory and resources it contains. Also, a state may wage war against any other state.
