Property ownership occurred when Political classes began to emerge as settlements in the fertile crescent grew larger. With greater populations, land was often improved and passed down from generation to generation, rather that each generation having their own, separate plot of land. With this new type of property ownership came the need for new types of law enforcements so that the authority of the central government could be stretched out to the furthest corners of the village. Property ownership and larger, more condensed settlements lead to the foundations for the ride of urban civilization and trade amongst other regions.
