Hammurabi

Hammurabi was the king of Babylon from 1792-1750 BC. He ruled for 42 years and made a huge impact on not only Babylon, but also the world. He was the earliest-known example of a ruler proclaiming publicly to his people an entire body of laws arranged in orderly groups, so that all men might read and know what was required of them. You can read a little about this law and learn more as to why he was so important in Hammurabi's Code.
