The increase in wealth and stability had a downside, however. Barriers (which would come to develop into citadels and forts) were constructed to do just that. Rules regarding property and such had to be devised and enforced, leading to a new type of specialist, soldiers, to emerge. They sought to protect and regulate the laws, as well as to attack others if need be. While the laws and regulations of these archaic societies were not much, they were a place to start.
