10. What is the relationship of religion or the temple and the state or the king?

Based on the adversarial relationship between Gilgamesh and Ishtar (Innana) there is tension between religion and the state to see who is dominant. RB The temple was marginal at having a relationship with religion at first. After Gilgamesh's journey he comes back with a new understanding of morals and religion. This new understanding was that it is not about how long you live, but instead what you do alive. This is shown in the story when Gilgamesh makes the big doors at the gate and the new changes that come. The new ideals completely changed the state with new laws and ideals for people to look up to.
