The Hebrews believed in one god, however some of the followers were not as loyal to the one god as multiple figurines of the god Baal. The Hebrews came from the collapse of the city state system due to widespread famine. After the collapse of all of the major empires the Hebrews formed their own towns isolated form each other with no one king, instead they used a system of judges and their one god Yahweh to rule them.
