18. Why can there be exceptions to the essential rules? Explain.

There can be different exceptions to the essential rules:

A) Not theory of interpretation can ever explain all observations relevant.

B) Some other laws may interfere with the law.

C) There could be errors in measurement.

D) There could be errors in perception.

To sum it up theories they an be correct but can also not be from the contradicting rules.
