Cyrus the Great was the conqueror of Persia in 555 BC and the first Achaemenid Emperor. He ended Semitic domination of Mesopotamia. Susa, Cyrus the Greats capital, became the new capital of the center of the Middle East. Not only did he change Mesopotamia, he founded a new capital city at Pasargade in Fars and established a government for his Empire. The government included a governor along with a legislation
