The Hittites changed a lot of the Old Babylonian's system of law. The Hittite law was much more merciful. While the death penalty could be assigned for almost anything under Old Babylonian law, the Hittites' law were very lenient and almost no crimes resulted in capital punishment. Most crimes, even premeditated murder, were punished only by a fine.

Hittite law was recorded in cuneiform on clay tablets, and it is the most extensive literature they left behind. Laws were divided into two series and covered everything from injuring others, to family/marriage relationships, to property and ownership.
