The Hammurabi Code allowed the state to more actively pursue and punish criminals. The punishments became dramatically more draconian: the death penalty was applied to many more crimes. The punishments to tons of new laws were much more severe now which scared people into not committing them. This was important because it led to the state rebuilding its splendor and set a new standard for codes of law.
