The third and fourth elements of the Eightfold Path are correct speech and correct action. Correct speech means that one should refrain from talking badly about someone or something, lying, senseless speech, or harsh speech. Even thinking bad thoughts is considered bad karma, so thinking these things will ultimately prevent you from reaching Moksha. The fourth element, correct action, is defined as refraining from physical misdeads such as killing, stealing, dishonesty, deceitfulness, or fraud. Doing bad things leads to an unsound state of mind, which one definitely does not want to have. So really, thinking bad thoughts and doing bad actions are both judged as the same badness, although they each have different effects.
