The Song Dynasty had two main weaknesses, financial and military. The Song had an enormous bureaucracy which led the Song government to impose very high taxes. Also the Song were faced with two major peasant rebellions in the 12th century. One of the military problems the Song faced was the Khitan. The Khitan was a nomadic group that terrorized the Song people. Also the Song put scholars in command of military units, which led to weak military commanders.
