The temple was marginal at having a relationship with religion at first. After Gilgamesh's journey he comes back with a new understanding of morals and religion. This new understanding was that it is not about how long you live, but instead what you do alive. This is shown in the story when Gilgamesh makes the big doors at the gate and the new changes that come. The new ideals completely changed the state with new laws and ideals for people to look up to.
