The creation of artificial landscapes, and the complex irrigation systems needed to sustain city civilization made the Sumerians an easy target. With no natural frontier, Mesopotamia was always at risk from its neighbors. Also the Sumerians did not have as good an army than the people attacking them. Different leaders would keep trying to conquer Sumer and when they would win it would let others know they were an easy target. Also the Sumerians were on a flat plain, so when someone would attack from higher ground they would have the upperhand against the Sumerians.
