History 8 Mesopotamia Manual Concepts The Sumerians were particularly vulnerable to outside attack. This is because the Sumerians were not a warlike culture, instead they were a culture that traded much more. Even though the Sumerians did have an army, the army was easily conquered because they had no major defenses. Although the Sumerian city-states had much in common, they fought for control of the river water, a valuable resource. Each city-state needed an army to protect itself from its neighbors. If these armies said no, or decided to conquer their possible employers, whether the order to conquer them was from other Sumerian city-states or the armies decided to conquer them of their own free will, the armies were extremely important. This proves that the Sumerians were very vulnerable to outside attack.
