Between 1950 and 1539 BC, the urban lifestyle experienced a comeback.  Earlier, climate change had decimated the economy of the then-Early-Bronze-Age economy, which specialized in agriculture.  Trade with Egypt also declined towards the end of this period of climate change, straining the economy further.  As a result, people moved away from the cities and reverted to farming and pastoral nomadism. By 2,300 BC, large, walled towns were a thing of the past.  Then, around 1950 BC, settlements appeared again. This time, however, the larger cities held palaces, and the cities with palaces controlled the surrounding area and fought with each other.  These city states had vast treasuries, as demonstrated by the large scale temples, palaces, and other public buildings.  The cities also featured orthogonal layouts.  This meant that the street plan took on a grid-like appearance with streets intersecting each other at right angles.
